Dave Tong Graduates from Veterans Institute for Procurement (VIP)
The Montgomery County Chamber Community Foundation (MCCCF), in conjunction with the Montgomery
County Chamber of Commerce (MCCC) and the MCCC GovConNet
program, launched the Veteran Institute for Procurement (VIP), an
educational training program for veteran business owners, principals and
C-level executives in September 2009. The VIP is a 6-session comprehensive
certification program instructed by professional service experts and designed
for veteran businesses to increase their ability to win government contracts by
establishing best business practices. Eighty-Six Veteran-owned businesses have
graduated from the program to-date.
The VIP classes are offered twice a month to one executive from each of the
enrolled veteran-owned businesses. Class size is limited to 35-40 individuals.
Funded entirely by Montgomery County Chamber Community Foundation and VIP
sponsors, the program is at no cost to participants. VIP enrollment is not
limited to Montgomery County businesses. Eligible applicants 1) must be a
veteran business owner, principal or C-level executive for a veteran-business
owned company 2) be in business for at least 2 years with a minimum of 3-4 full
time employees; 3) have experience working on government contracts as a prime
and/or sub-contractor to a prime; and 4) have 2009 annual revenues less than $25
million. VIP is for veteran business executives across the metro region with
interest in best business practices in these areas:

Premier to Build Green Data Center and COOP Facility near Luray Caverns in Page County, Virginia
100 Jobs Coming To Page County
Dave Tong of Premier Technical Services announced that his company will invest $16 million in creating a data center and office complex in Page County, Virginia.
On behalf of Gov. Tim Kaine, Deputy Secretary of Commerce and Trade David Smith announced that Premier Technical Services of Luray will invest $16.5 million in a new data center and office complex and create 96 new jobs. Smith said the new jobs will offer salaries double the county’s average per capita income (in 2005, $23,635, according to the U.S. Census Bureau) and that the company’s environmentally-friendly new buildings will be LEED-certified.
About 100 people attended the announcement ceremony at the Mimslyn Inn. Premier Technical Services owner Dave Tong said his company will build three connected buildings, housing corporate offices, a data center and a “Continuity of Operations” facility. In his remarks, Tong emphasized his commitment to the community and said that the 96 jobs created will be in addition to his current staff in Luray. “We’re gonna help out industry, we’re gonna help out the neighborhood, and we’re gonna help out the earth,” Tong said. The facilities will also include a 4,500 square-foot conference center and a commercial kitchen. Tong also said that he plans to offer Lord Fairfax Community College the use the kitchen if they would like to start a LFCC culinary school.
“This is what we were looking for,” said County Economic Development Director Tom Cardman, adding that the clean, technology-oriented industry could serve to attract other similar employers to the area.
“Twice in one week,” said Robin Sullenberger of the Shenandoah Valley Partnership, who also spoke at Tuesday’s event. “I really hope you understand the significance of this. “Last week’s announcement set the tone,” Sullenberger continued, referring to the news that Shenandoah Waste Services was investing $4 million in the old Alma processing plant. “Today’s announcement seals the deal.” Local officials reacted with enthusiasm to the second piece of good economic news within a week.
After thanking Tong for choosing Page County for his company’s expansion, Board of Supervisors’ Chairman Tom LaFrance (R) said, “I think we can all agree, Page County’s future is bright.” The state contributed $300,000 from its Governor’s Opportunity Fund as an incentive for Premier Technical Services to remain in Virginia, over competition from Maryland, Pennsylvania, West Virginia and North Carolina. The local incentive offered to Premier Technical Services includes allowing the company the use of about 15 acres of publicly-owned land off Goodrich Road at no cost.
Brian Van de Meulebroecke, Senior Vice President of Premier Technical Services, said groundbreaking is planned for some time this summer, with a tentative goal for construction completion in the fourth quarter of 2010.
Premier Technical Services, which contracts with the federal government and other clients, moved to Luray from Northern Virginia in April 2005.
